Job Accountabilities:
Be a Visible Leader of HSSE to achieve GOAL ZERO
Ensure compliance with Project HSSE assurance activities in line with project assurance processes
Represent POD within the project team by ensuring the Operations and Maintenance (O&M) requirements will be incorporated in the design. This may be done via incorporating the existing Company O&M best practices, procedures and inputs received from POD O&M teams
Develop the Project Operations Readiness & Assurance (OR&A) plan(s) and lead through implementation between Project Team, Engineering Contractor and POD all the way from early Project phases up to start up (i.e. from Concept select to Execution)
Incorporate O&M inputs and review the key project documents such as FEED Scope of Work (SoW), Invitation to Tender (ITT), Scope of Requirements (SoR), Basic Design Package, Basic Design Engineering Package and other key documents whichever relevant
Develop Project OR&A roadmap and manage through implementation between Engineering contractor, Project team and POD
Act as main interface between Project team(s) and POD on anything related to OR&A/CSU during Project phase
Provide Execution, CSU and Operations input into Project(s) activities including HAZOP’S, HAZID’S, QRA, RAM, 3D Model Workshops, SILs, FATs, SATs, SPO and operational reviews
Responsible for the Development/update of the Operations& maintenance philosophy for the Project
Responsible to ensure the project logistics philosophy to be in place and well reviewed by Company Logistics department. The logistics philosophy should outline the Operate phase requirements where Logistics specialist support may be required to develop or update the document.
The Company logistics constraints need to be clearly highlighted in the document
Participate in the project(s) evaluation reviews relevant to each project definition phase, including preparation of deliverables and follow-up of recommendations
Develop OR&A KPIs and progress reporting tools and trackers. Responsible for data collection and progress reports preparation & presenting to Senior Management
Provide Execution, CSU and Operations input into the review of engineering documents such as engineering drawings, concept study report, etc.
Lead the key stakeholders to identifying and consolidating all of the operating mode requirements for the project by engaging various parties from operations, maintenance, process, discipline engineers, commissioning and start-up team
Develop activity based OPEX estimation for project life cycle for a given concept and take ownership to pass SME review. To work closely with the local content department to estimate the local content OPEX level in the estimate
Provide constructability input to the engineering design. Define Execution strategies for at Site construction versus Shop Modularization by influencing the design and planning for fabrication, transportation, and installation stages
Mentor/Coach national staff to support DHK development program
Lead and drive deployment (and improvement) of standardized Project Management practices and tools e,g. Constructability, Readiness, Value Improvement, etc.
Qualification & Experience Requirements:
Relevant Engineering University degree
Not less than 6-8 years of oil & gas field operations and maintenance experience, of which minimum 7 years in a supervisory role
Proven OR&A/CSU experience at a supervisory level in a project of the similar magnitude with the one of Phase IIB
Proven hands on background in Completion & turnover implementation
A comprehensive understanding of HSSE management and unwavering commitment to personnel responsibility for site safety
Experience working in RoK or former Soviet Union countries is a plus
Experience working in difficult locations (remote, foreign, arctic, etc)
Computer literate with skilled ability in the use of Microsoft Outlook, Word and excel as a minimum
Experience of driving business and word process improvement in project execution and construction, key words being: HSSE driven mindset, fit for purpose solutions, simplification, lean methods and cost effectiveness.
Proven leadership and managerial skills and strong personal drive in order to meet deadlines and specific targets
Demonstrated ability and capacity to step into Procurement, Engineering and other disciplines to remove barriers
Demonstrated ability to coach and mentor staff, driving the development of local talent
Team player with clear evidence of working with others to deliver goals
Experience building and leading multi-disciplinary teams composed out staff, contractors and sub-contractors
Documented, hands on experience in Commissioning & start up
Assessed knowledge of Company facilities on and offshore
Previous experience in Caspian Area would be an advantage
Required Competences:
An HSSE driven mindset, especially with regards to sour gas operations
Good communication skills, fluency in spoken and written English including technical English
Demonstrated field operations and maintenance knowledge at Supervisory level
Skilled level of the OR&A process and deliverables, including Project to Operations and Completion from Concept select phase to Execution
Knowledge of production Operations business processes, tools, interfaces, responsibilities and key functions
Knowledge of Operations and Asset integrity standards
Self-starter with a proven track record for delivery
Ability to manage multi-discipline/cultural teams
Capacity to integrate, lead and coach with multi-national and national staff
Supports employees in their efforts to achieve job goals (e.g., by providing resources, removing obstacles, acting as a buffer)
A proven track record of hands-on experience is considered critical
Ability to manage multiple discipline functions and quickly establish relationships with practitioners to ensure construction processes and standards are consistently applied.
