Job Accountabilities:
Team building and leadership
Make recommendations to Project Delivery Managers for appointment of a staff to the Project Engineering Team
Provide leadership and direction to the Project Engineering Team. Instil appropriate team mind-sets and behaviours
Supervise hierarchically approximately 5 discipline engineers in the team as well as an integrated team between the engineering service contractor(s) and Company consisting 10-15 engineers
Coordinate functionally the Technical Service Agreements placed with some CoV’s (part time support for various technical disciplines) for any other relevant disciplines: material selection, flow assurance, facilities design, corrosion monitoring and protection, HVAC and architectural, etc.
Technical management
Ensures adequate contribution to managing the engineering service contract(s) by writing scope(s) of work, preparation of PO’s, review and acceptance of CTR’s, participating to contract clarifications if needed, supervision of engineering activities, follow-up of physical progress and verification of timesheets
Drive the technical work with the engineering service contractor(s) so that value is added to the maturation of the concept, and that adequate technical definition is provided to the required level for cost estimation and execution planning
Ensures that Operational and Safety input are introduced and managed, with particular reference to layout definition criteria
Ensures that lessons learned from operations, past activities performed and all experience gained in the previous project studies as well as relevant Kashagan project lessons learned are valued and capitalized
e. Drive and supervise the issuing of Pre-FEED/FEED documentation prepared by the engineering service contractor(s) including scope of work and manhour estimate for FEED
f. Ensures development of Pre-FEED/FEED stage deliverables related to the concept maturation and provide a support for
IPR reviews and the preparation of the relevant Decision Support Package
Act as Technical Authority for Engineering deliverables in accordance with Company PMS
Ensures that all regulatory activities (TEO/PreEIA) relevant to Pre-FEED/FEED stage to be managed and completed on time
In conjunction with the Project OR&A Supervisor, assures design integrity of offshore/onshore facilities and ensure adequate controls and framework in place
Ensures critical projects documents are prepared at required level of quality, and minimal delay in close out of outstanding deliverables
Champions the Goal Zero and Process Safety culture both within Company Project Team and all contractors
Continually seeks to improve ways of working to improve performance and to improve value delivery to projects and makes recommendations to the Project Delivery Manager
Assists in the management of cost, schedule, risk analysis, and change management controls structure, tools and procedures required for the delivery of the projects
Understand key risks and mitigate exposures for projects activities. Support to SIMOPS reviews for construction of projects
Responsible for Lesson Learned register for application to future Projects
Actively participate as a business partner in Team meetings, with a view to maximize value delivery of the venture.

Assists in ensuring compliance with Project Quality Management System and ensure, via performing periodic audits, the adherence of the Projects Delivery team and the Engineering Services Contractor, as applicable
Ensures that all key Project interfaces are identified and effectively managed
Supports all phases in the delivery of projects. This will primarily involve developing the Project Opportunity Framing, the Project Execution Plan, the Project Construction Plan, cost estimate and obtaining budget approval based on the Company Specification. This requires an effective interface with the Discipline Engineering teams and
Execution teams
Works with PRC to ensure the Engineering, Construction and Commissioning of projects to appropriate technical standards or RoK mandatory standards
Support:
Surface Development Team Lead with overall technical interface management
Business Services Supervisor with development of cost estimates and execution planning
Define Stage Preparation Manager with development of scope of work for FEED and participate in technical evaluation of FEED tender
Other managers and team leads as required in preparation of detailed written reports and slides, presentations, technical support in discussions with authorities, etc. as required.

Qualification & Experience Requirements:

Degree MSc or equivalent level in Chemical or Mechanical engineering
• Min 12 years of upstream oil and gas industry experience and proven track record in oil & gas facilities engineering and development with 8+ years in engineering team lead role.
• Experience working in RoK or former Soviet Union countries is a plus
• Experience working in difficult locations (remote, foreign, arctic, etc)
• Computer literate with skilled ability in the use of Microsoft Outlook, Word and excel as a minimum.

Experience of driving business and word process improvement in project execution and construction, key words being: HSSE driven mindset, fit for purpose solutions, simplification, lean methods and cost effectiveness
• Proven leadership and managerial skills and strong personal drive in order to meet deadlines and specific targets
• Demonstrated ability and capacity to step into Procurement, Engineering and other disciplines to remove barriers
• Demonstrated ability to coach and mentor staff, driving the development of local talent
• Team player with clear evidence of working with others to deliver goals
• Experience building and leading multi-disciplinary teams composed out staff, contractors and sub-contractors
• Documented, hands on experience in Commissioning & start up
• Assessed knowledge of Company facilities onshore and offshore
• Previous experience in Caspian Area would be an advantage
• Previous experience and familiarity with Company referential, RoK and/ or other Caspian projects.
• Fluent in English.
