Requirements:

University Degree (HRM, Social Sciences, Legal preferable);
At least 8-10 years previous experience with a medium to large company in the multicultural, corporate environment (preferably within Energy/O&G);
Including experience in investigations, employee relations.
5 years of in a senior role managing teams across multiple sites/locations
Required Competences:
The job holder must have proven:

Knowledge & understanding of the Kazakhstan Labor legislation and other applicable laws and Company HR policies and the application of company policies within the legislation;

Must be thoroughly knowledgeable in various international human resources standards in the areas of compensation, employee relations, employment and staffing practices and organizational development;
Practical experience in managing complex ER cases, including redundancies, restructures, disciplinary and grievance cases and complex case management;
Applies critical thinking to information received;

Adept Engagement and Communication skills, ability to communicate effectively externally, and internally with all levels of the workforce, from MD down to field operator ;

Responsibilities:

LABOUR DISCIPLINE;
Manage, deliver and implement streamlined disciplinary process activities to align with and support Company;
HRO and overall Project strategies;
Provide activities by means of processes, practices, instructions providing targeted stewardship and on-going guidance (such as trainings, roll out sessions, regular meetings and etc.) to Line Managers and Employees on the ‘end-to-end’ process proper implementation, recommendations on gaps to be removed, improvements required to be taken to achieve agreed service standard levels and ensure the delivery of HRD; People Strategy (Line as a People Leader) and wider Project objectives;
Ensure the team process mechanisms and actions are strictly conducted in accordance with legislative framework(s) and Company policies & procedures;
Ensure proper registers/tools/statistics, filing systems, all required set of documents are in place;
Set and analyse the process KPIs, Identifies leading indicators, targets and performance measurement tools (metrics, etc.);
Ensure necessary amendments and changes in RoK Labour Code related Labour; Discipline process are timely introduced to the process and rolled out to Company stakeholders if required;
Serve as a focal point for the Process.
CONCILIATION COMMISSION (CC);
Be custody, coordinate and deliver Conciliatory Commission activities related to proper implementation administration part;
Ensure ‘end-to-end’ process in place (proper registers/tools/statistics, filing systems, all required set of documents are in place, parties timely informed, required set of documents timely issuing out, follow the changes in Commission Structure, take proper action when required and etc.) as per Conciliation Commission Agreement clauses;
Provide all requested support to Company stakeholders in case of legal consequences (litigations end etc.);
Ensure Committee Members Competency model in place;
Assure Committee members have proper trainings passed;
Ensure necessary amendments and changes in RoK Labour Code related CC are timely introduced to the process and rolled out to Company stakeholders if required;
Serve as a focal point for the Process.
