Requirements:

University education in Law, business administration, Master Degree in HRM is preferable;

Minimum 10 years of HR experience with a medium to large international company,  with at least 5  years of which spent in a senior/supervisory or managerial role preferably in HR Administration in Oil & Gas Industry;

GRP certification is preferable

Responsibilities:

To manage administrative support of company personnel

To formulate, gain approval, implement and maintain appropriate personnel policies and procedures in accordance with operational requirements of the organization , including in particular the definition of employment terms and benefits of direct hired personnel, ensuring that they met the operational requirements of the organization and completely fit the purposes;

To manage  the submitting to the management the forecasts and analysis of the past and current  administration processes, indicating the weak point, critical issues, and proposing possible solutions;

To supervise implementation of relevant policies, procedures and processes in accordance with the RoK legislative requirements;

To monitor changes in Kazakhstan Labour legislation and developing relevant actions due to these changes;

To manage all administration issues related to tax compliance of  expatriate and Kazakh personnel based in the RoK;

To counsel HR Management on various matters regarding the RoK tax and labour laws;

Support Change Management activities related to Personnel Administration.

To research, develop, recommend and implement an appropriate compensation and benefits system for the company, in line with business needs

To provide administrative support and input on income tax, registration with the RoK authorities related to expatriate personnel based in the RoK;

To carry out surveys to ascertain market competitiveness to ensure that remuneration and benefits packages remain competitive within the market

To manage provision of benefits and allowances to the company direct hire personnel

To manage  payroll administration for both- expatriate and Kazakh personnel based in RoK, and Europe;

To forecast Budget activity within the perimeter of duties in conjunction with Finance and Cost control Departments

To prepare cost analysis;

To initiate and ensure the execution by the company of all financial obligations resulting from existing employment contracts (on-time and error-free payroll, allowance payment etc.).

To manage and implement necessary insurances for personnel.

To manage General Administration of  seconded personnel;

To consult on the relocation of seconded personnel in RoK in line with Secondment Agreement and Secondment Administrative Arrangements;

To coordinate annual salary review  and  merit award distribution exercise for all Kazakhstan company staff;

To analyse, recommend and follow up compensation strategies to ensure competitiveness ;

To analyse and monitor the effectiveness of existing compensation policies, guidelines and procedures recommending plan revisions and/or new plans ;

To manage the design, implementation, communication, administration and compliance of all benefits and compensation structures;

To representcompanyat various work permit work groups under umbrellas of Government of theRoK, Foreign Investors Council, Kazenergy association.

To develop input into drafts of the RoK new legislation and rules, lobbyingcompany interests

To manage all issues associated with the application for, and renewal of, Work Permits and Visa.

To manage all aspects of the Visa and Immigration Service, ensuring that the process runs smoothly.
