Job Accountabilities:
The job holder is responsible for:
Be Visible Safety Leader. HSSE is one of the values of Company. The Construction Engineer as all the rest of the company leadership is expected to live those values by being an active participant of all the Safety initiatives.
Provide oversight of Contractor’s construction works and ensure Contractor execution is performed in compliance with Company project specifications, drawings, RoK regulations, safety and quality standards
Review contractor developed key discipline documents, including construction design, shop drawings, work packs and completion packages to ensure compliance with Company design and pertinent codes and specifications
Review, provide instruction and advise on discipline activities to improve productivity and quality of the execution works
Provide technical information in order to support the PTW (permit to work) process; collaborate with the Issuing Authority and Person Responsible for the Area in order to safely and efficiently advance the works.
Monitor work progress and key mile stones of the Contractor’s and Maintenance workforce activities in the field of electrical & instrumentation engineering to ensure that documentation, equipment, materials and labor resources are in place to enable pertinent project schedule milestones to be achieved. Ensure accurate and timely forecasting of activities.
Liaise with Supervisors, other Discipline Engineers, Foremen, Quality Control and Specialist Engineers to provide an optimum interface between the various operational activities.
Coordinate closely with other functional groups in the team to provide construction support for construction activities, and to ensure timely feedback to continuously improve efficiency and performance for all phases of the work
Ensure that all relevant final project documentation in the specific discipline area is handed over to Company in a timely and orderly fashion meeting, project and contractual requirements.
Meet safety, environmental, and ethical standards in all phases of project execution.
Supervise mechanical completion and pre-commissioning activities and collaborate with vendors, providing the necessary technical expertise, participate in walk downs and provide input and clarity to the punch lists.
Participate in the hand over process to Operations, pro-actively expediting punch list closure by the Contractor / Maintenance.
Stand-in and temporarily assume the roles and responsibilities of the Construction Supervisor on occasions as directed by Management (during rotational changes, holidays, sickness, etc of the Supervisor).
Intervene and stop the job (Construction jobs or otherwise) if unsafe acts are being committed.
Assist the Contractor in resolving technical problems at site by clearly defining the problem and formulating practicable solutions for approval and implementation through the Technical Query.
Level I:
Usually works with minimum supervision, conferring with superior on unusual matters;
Maybe assisted by entry/junior or Intermediate level personnel;
Assignment are broad in nature, usually requiring originality and ingenuity;
Has appreciable latitude for unreviewed action or decision;
Qualification & Experience Requirements:
The job holder must have:
Level I:
Higher Professional Technical Education (Technical/ Industrial HND [Higher National Diploma] as a minimum) in Electrical, Power or related discipline.
At least 5 years of electrical low or high voltage installation and construction experience in complex onshore / offshore oil and gas projects.
Experience on large integrated projects involving shop drawings and discipline completion package preparation and verification is essential.
Demonstrated knowledge and ability to utilize basic software and demonstrated knowledge and experience in relevant design standards and codes.
Experience at managing safety within area of responsibility
Previous experience in Caspian Area would be an advantage.

Strong proactive team player.
Competent with basic computer programs (MS Office as a minimum)
Fluent written and spoken English.
