Job Accountabilities:
Detailed planning and implementation of the concerned commissioning schedule to ensure that activities remain aligned to the Project and Company milestones.
Coordinating and supervising the team executing the relevant discipline work activities and assisting with dedicated technical support as required, including mentoring and on the job training.
Define offshore commissioning packages and phases;
Managing the overall commissioning performance of the various commissioning contractors;
Managing the timely manpower mobilization and resources in order to meet commissioning needs;
Ensure that mechanical completion, pre-commissioning and commissioning priorities are properly addressed, integrated and executed
Organizing the handover of systems and relevant documentation to be delivered to Production Operations for acceptance;
Ensuring plant equipment and facilities are all pre-dynamic commissioning completed and ready for hydrocarbon introduction.
Reviewing and approving equipment commissioning and start-up procedures and specialized operation descriptions/procedures in readiness for Plant restart activities.
Manage and coordinate the commissioning contractor activities, vendors and Original Equipment.
Take active part into Competence Growth of National staff.
Providing technical support on Commissioning and contributing to the Commissioning support for Start-up.
Completions, commissioning and start up support activities of Plant equipment, including but not limiting to, Raw Gas Injection (RGI) compressors, Crude Oil process facilities verifying that work is completed to required standards.
Ensuring delivery of results through others to ensure sustainability in operations, whilst meeting the planned delivery dates.
Participate in start-up verification processes, including SUVC process and Cumulative Risk Assessments. Evaluating that plant rotating equipment and processes are fit to operate and ready for start-up. Includes competency assessment.
Ensuring allocated work is supported with the appropriate work and safety procedures and instructions and that these are adhered to in the completion of the tasks;
Coordinating closely with POD team with common equipment concerns/issues, lateral learning and common goal approach.
Assure operational integrity, process safety is maintained following field feedback and promote continuous improvement to achieve a high level of Operational Excellence;
Qualification & Experience Requirements:
Higher Degree / Diploma qualification in Technical Discipline.
Minimum 5 years of experience in commissioning role in complex O&G onshore/offshore project, including 3 years acting as Commissioning Engineer, including:
Supervision and management of multidiscipline commissioning activities.
Supervision and management of Contractor, suppliers, vendors and OEM
Knowledge and experience in operation of plant machinery and associated systems; SIMOPS management;
Knowledge of process related principles, P&ID’s, Operating Integrity and Process Safety;
Experience in coaching, mentoring and assessing national workforce;
Experience in coordinating and leading the acceptance & handover of facilities/equipment. Performance testing and verification.
RoK Blue book certified (training and assessment will be provided if required);
Medical Certificate of Fitness;
Previous experience in Caspian Area would be beneficial.
Exposure to both Plant and Offshore operations and/or project start-up experience. In addition, experience in working in harsh geographical and /or technical environments (e.g. temperature extremes, high pressure reservoirs) would be beneficial.
Advantage Experience:
Minimum 10 years of experience in commissioning role in complex O&G onshore/offshore project, including 5 years acting as Commissioning Engineer.
