Job Accountabilities:
Assures technical integrity of pipelines installations throughout their life cycle. This includes responsibilities for the Pipeline Engineering discipline in the following areas:
Leads or participates in critical HSSE reviews
Champions design Integrity for the discipline
Sets and maintains Company Pipeline Engineering standards, work processes, systems and tools, including IT Engineering applications for the discipline
Ensure Pipeline Discipline ownership of the Safety Critical Elements is demonstrated by updated PMLs and PMOs and periodic technical assurance of the health of the barriers
Is accountable for exercising appropriate discipline controls for projects throughout the ORP phases (Identify, Assess, Select, Define, Execute)
Continually seeks to improve ways of working to improve performance and value delivery to projects
Ensures timely issue of high quality critical deliverables and drawings related to pipelines discipline
Approves the list of Codes & Standards to be used for pipelines discipline
Makes decision or clarifies the interpretation of Codes & Standards during application
Makes recommendations to deviate from the approved Codes & Standards
Approves the list of business critical deliverables for pipelines discipline
Nominates person responsible for defining and assessing competencies of engineering staff in pipelines discipline
Participates in technical reviews/workshops and manage efforts in addressing action items/recommendations
Reviews project critical deliverables requiring TA-2 endorsement as appropriate to pipelines discipline. Where required obtains TA-1 approval for Pipelines Safety related deviations to standards
Ensures that Safety Critical Elements, as per Company Major Incident Hazards, are identified and are maintainable to ALARP
Maintains working relationship with TA's (including cross discipline) to ensure alignment and continuity on technical aspects for acceptance of deliverables
Accepts key business deliverables developed by the engineering contractors (after having assured compliance)
Participates in contract tender evaluations to review contractor technical qualifications (experience, personnel, equipment, etc.) for executing scope of work, as required. Endorses Vendor/supplier/contractor pre-qualification for Pipeline Engineering services and equipment
Reviews and assesses competency of contractor’s personnel within pipelines discipline
Ensures that, within pipeline areas of authority, engineering contractors comply with the approved Codes & Standards through periodic formal/informal reviews of deliverables Proposes the adoption of newer technologies for pipelines discipline
Participates in technical and compliance audits
Leads Pipelines Safety efforts on the Project. Ensures that Technical Integrity Verification of the process design is completed satisfactorily
Leads or participates in critical HSSE reviews such as HAZOP, HAZID, EIA, O&M, RAM and QRA reviews
Develops and mentors junior staff, particularly Kazakh staff. Encourages professional mentorship for junior pipelines engineers
Assists with and promotes on the job training. Assists with the competence assessment process HSE Responsibilities
Demonstrates a positive and pro-active commitment to HSE through the personal application of safety critical behaviors
Compliance with RoK Statutory HSE Regulations, Codes and Standards
Applying Company NV’s HSE Policies & Management System Requirements
Supporting/ Participating in Emergency Drills and Exercises as required
Reporting all Accidents/ Incidents and Unsafe Acts/ Conditions in a timely manner
Management Responsibilities
Provides leadership to the development of safety awareness culture in the project pipelines engineering teams, through visible and felt leadership. The teams include: Company staff, Contractor staff and Subcontractors personnel
Oversees, direct, and organize the work of the teams
Proven performance and capability to operate independently in own discipline
Promotes a culture of high performance and continuous improvement that values learning and a commitment to quality
Establishes and monitor/motivate staff performance, assign accountabilities, set objectives, establish priorities
Mentor and develop staff using a supportive and collaborative approach, monitor and evaluate results
Establishes effective and pragmatic ways of working with Company and Contractor teams
Creates objectives and short-term tasks for the team
Ensures the technical quality of the all Project related Pipelines Engineering work including work from direct reports and indirect contractor reports (engineering services contractor)
Motivates a diverse multi-national team with different experiences and values. Establishes individual development plans for national and expatriate staff
Reviews teamwork practices, quality and delivery. Propose and facilitate team improvement strategies and changes when required for Project related Pipelines Engineering
Delegated Pipelines Engineering accountability for all Project related Pipelines Engineering. Executes all work through team. Makes technical decisions using sound engineering judgment, expertise and knowledge.
Applies pipelines engineering best practices, RoK Design regulation, instructions and procedures for offshore and onshore facilities with a degree of autonomy
Manages team work assignments, work load, work forecasting for planned project work for these projects, and ensures that the team is adequately resourced in terms of both capacity and capability
Manages the local Pipeline Engineering skill pool, including provision for learning and development opportunities to develop local staff
Accountable for succession planning for the discipline.
Qualification & Experience Requirements:
Degree MSc or equivalent level in Mechanical or Civil/Structural engineering
Min 12 years of upstream oil and gas industry experience, including 8+ years in an engineering team lead roles
Expertise and technical knowledge of Pipelines Engineering, International engineering standards and best practices
Familiar with the entire, Project life cycle (from conceptual design through to final commissioning and handover) and/or in the front line oil and gas production operations is desirable
Previous experience in Caspian Area would be an advantage
Experience working in difficult locations (remote, foreign, arctic, etc)
Computer literate with skilled ability in the use of Microsoft Outlook, Word and Excel as a minimum
Experience of driving business and word process improvement in project execution and construction, key words being: HSSE driven mindset, fit for purpose solutions, simplification, lean methods and cost effectiveness.
Proven leadership and managerial skills and strong personal drive in order to meet deadlines and specific targets
Demonstrated ability and capacity to step into Procurement, Engineering and other disciplines to remove barriers
Demonstrated ability to coach and mentor staff, driving the development of local talent
Team player with clear evidence of working with others to deliver goals
Experience building and leading multi-disciplinary teams composed out staff, contractors and sub-contractors
Documented, hands on experience in Commissioning & start up
Assessed knowledge of Company facilities onshore and offshore
Previous experience and familiarity with Company referential, RoK and/ or other Caspian projects.

Fluent English language skills. Ability to write and review technical documentation in English.

Have an in-depth understanding Pipelines Engineering Industry Codes and Standards. The ability to promote better, faster or less expensive ways of resolving technical issues. Approaches complex tasks or problems by breaking them down into their component parts and considering each part in detail
Technical Subject Matter Expert for pipeline design.
Preference is for Candidate to have Fluid Flow and Flow Assurance experience.
