Job Accountabilities:
Act as a Focal Point for budgeting, cost control, accounting and other finance related issues; prepare financial and technical data for decision-making purposes to all Business units, Company SLT, JV Partners and Authority.
Develop with Company Business community Annual Work Program and Budget (AWP&B) and its revisions, which consists of Cost, Time, Resource (CTR) forms, Budget Detailed file, TSA Summary and other documentation in support of budget submission. Make sure that approved PINs, IPs and PCNs are included/aligned with the AWP&B scope. Responsible for the entire AWP&B package submission/approval through to Company SLT, SAC, ShaCom and ManCom. Check, monitor and control that scope of work rendered and implemented aligned with approved AWP&B. Provide assurance on and monitoring of link between Plans, Budgets, Actual costs and LEs from the various work areas. Imperative to work closely with Business Leaders. Responsible for enforcing adherence of Company business units to budget to avoid unauthorized overruns.
Assist Budget Holders & Budget Owners and their teams in developing data for Kashagan Development Plans and Development Budgets (KDP&DB), its updates, 5Y BP, long term OPEX scope and cost.
Liaise with wide range of internal stakeholders such as CHs, CHSA, BHs, CP, SPU, AP, GA, AA, FA, Tax and Insurance Teams on a daily, weekly and monthly basis. Provide day-to-day business advice (Accounting, Finance, Planning, Budgeting, Cost Controls, Efficiency and Cost Saving) and ensure the integrity of spending and investments are in line with the business plans and key objectives.
Demonstrate Finance Subject Matter Expertize (SME) and carry out financial evaluation of tender participants. This includes but is not limited to completion of Invitation to Tender (ITT) forms, preparation of clarification to tenderers and completion of the Tender Evaluation Plan (TEP) matrix based on economic - financial checklist; checking Financial Statements such as Profit and Loss, Balance Sheet, Cash Flow, etc. and issuing the results of the evaluation, commentaries and recommendations. Ensure LTPO is in line with Company plans. Act as a Focal point for CP Progress reports from a financial perspective.
Analyze Contract Board Submissions (CBS) for Contracting Strategies, Tender Strategies, Contract Awards and Contract Amendments. Review and complete Contract Request Forms (CRF), update respective sections of the CBS, check scope of work, requested contact value, verify data with SAP BLP and other software for Value of Work Done (VOWD) and Budget compliance, etc.
Manage contract BCMT and ACV budget control tools. Make sure that information in the tools is aligned with approved AWP&B, KDP&DB, 5Y BP and prepare respective reports.
Process RFGS for cost object input and budget availability. Create and assign WBS, CC, Work order & Network order, PSGC and GL accounts for OA, LVTH and FI.
Create SE accruals and manual accruals for Value of Work Done (VOWD) for monthly and for Year-End closure. Analyze commitments and VOWD for better planning and cost control. Review and confirm them during the month closure. Analyze all open Purchase Orders and SEs, report on them and clear any excessive POs and SE accruals. Analyze the data available to see the level of expenditure and provide advice on the alignment with the approved budget. Check whether all accruals appropriately settled in the ERP, verify with business if any anomalies spotted. Ensure accuracy, completeness and appropriateness of cost incurred in Company , including the correct set up of cost master data in SAP BLP.
Execute Technical Service Agreements (TSA). This includes, but is not limited to VOWD verification and reconciliation with CoVs, creation of RFS and contract in SAP, PSGC code verification, PR & SE creation, WO (Work Order) and NO (Network Order) creation under Cost objects for each activity, completion of WHT form. Clarify TSA outstanding invoices, additional WHT corrections
Classify and re-classify incurred cost, including cost of materials as per NCSPSA, IFRS and other national and international standards for the purposes of accounting and taxation.
Manage allocation of indirect cost to the appropriate category of expenditure, as required by the NCSPSA. Prepare SKF allocation report, including allocation of indirect cost within operating expenses and allocation of SE and G&A, RXD, VAT and RXD on VAT.
Prepare on a monthly basis in conjunction with business units expenditure forecasts. Prepare variance explanation report of Forecast vs Actual spending including in a different layout– by activities, by contracts, by budget and view - waterfall for ShaCom scorecard.
Administer MPP, including SAs. It includes but is not limited to HC, tariff calculation, respective labor, non-labor cost estimations for AWP&B, period closing, cost allocation, invoice processing, etc.
Maintain cost saving in Company : identify cost saving opportunities and strive for its realization, prepare data and report on saving achievements, including in the newly introduced Roadmap format. Facilitate the embedding of full cost transparency in Company Teams and drive (strategic) cost leadership for services provided to the business.
Develop together with business teams cash call forecasts. Execute analysis of the data prepared and make sure its alignment with the targets set. Prepare cash call report for management review and decision-making.
Provide data for estimation of OPEX for UOC. Strive for cost saving through optimization of various aspects of the business, which will lead to achievement of the Company long-term business plans and strategies.
Carry out material management activities to support activities such as freight forwarding, arrival of materials to stock both physically and ERP and material issue. Create and provide WO for materials issue. Process closure of prepayments related to customs clearance. Play an active role in any issues related to material management.
Conduct a wide range of financial activities for accounting, tax and contract management purposes for the units such as MDM, C&P, Accounting, Assets Accounting, Tax, Cost recovery.
Deal with all financial issues related to ERP. Support systems required for the effective operations of finance and business processes in SAP BLP, RTP / Invoice Payment, BW, etc. It includes but is not limited to creation of WBS & CC, GL, Cost elements, their hierarchy and mapping, posting controls, etc. Responsible for enforcing adherence to Company RTP processes.
Build various data on cost in clear and readable format and report these data on a weekly, monthly, quarterly basis to Business – CHs, GMs, PMs, BHs, etc. Prepare reports in a different layout to represent the expenditure based on activities carried out, budget (WBE & CC level) spent, contract utilized and materials used.
Utilize various value-adding, insightful and innovative cost reports on Directorate performance and Project update. Monitor, control, analyze and provide inputs for KPI, CPR, DPR, JIB reports to internal customers and external stakeholders. Provide key management information, business critical analysis and advice to Directorates on the management of departmental budget, cost and any other finance related issues. Participate in monthly Performance and Cost Review meetings with SLT.
Act as a focal point in the business for Audits, such as JAA, CRA, Tax, PWC, technical inspection, etc. Conduct follow up activities upon results of the audits and prepare data for review by Audit & Control Board (A&CB), Audit & Performance Assessment Committee (APAC) and other committees. Embed cost recovery policy and implement cost recovery procedures.
Provide financial analysis for PIN, IPs and PCNs. Review them prior approval by respective Director.
Maintain various registers for analysis: Roadmap for cost saving, Invoice Register, incl. for SAs, TSA for outstanding invoices, RFGS data, Contract Management Register, Eco-Fin evaluation Register, Fine & Penalty Report Register, Fixed Asset Register.
Establish robust documentation for claim settlements, provide data on potential Provisions and Contingent Liabilities, carry out and follow up correspondence with respective parties, including suppliers on any cost related issues and disputes, support Company business on historical cost data.
Develop, issue, update process framework, procedures, working instructions, manuals, etc. to manage Company financial system. Implement and operate finance, corporate and joint venture governance controls / procedures, particularly relating to Finance processes in the Business procedures.
Identify improvements in the budgeting and cost control processes & activities and implement these improvements
Provide general, ad-hoc financial and commercial support for the requests from any organization within and outside of Company : Business Directorates, Finance organizations, Contracting Companies and Authorities.
Carry out other tasks as instructed by immediate supervisor within assigned area of responsibility and professional qualification.
Qualification & Experience Requirements:
Level II:
Higher professional education preferably Accounting, Finance, Economics or related degree.
3+ years accounting/budgeting/cost control experience using SAP Accounting System or similar, preferably in the Oil & Gas sector
Professional designation – ACCA, CIMA, CA or equivalent or Master’s Degree in any field completed or in progress is preferable.
Required Competences:
Advanced software skills (SAP, MS Excel, MS Access, MS PowerPoint) with ability to efficiently manage large volumes of data and to prepare presentation packages for senior management.
Ability to produce and present coherent cost analysis and adjust it to the intended audience (i.e. level of management)
Knowledge of Major Capital Project Accounting, Joint Operations, Budgeting. PSA and Accounting Procedures
