Job Accountabilities:
• Lead multinational Reliability team both office and site personnel with different background and experience and set up, implement and continuously improve reliability management processes in the company, improve safety performance and lower operational risk / costs;
• Ensure integrity of equipment is maintained and improved through Reliability Group programs and procedures. Monitor effectiveness of programs and procedures and revise as required. Programs focus on root cause identification and defect elimination;
• Drive Asset Management System, Threat and Opportunity Management (TOM), Proactive Technical Monitoring, Reliability Centered Maintenance (RCM), Preventive Maintenance Optimization (PMO), Reliability Incident Investigation, etc. process to improve asset reliability and availability by improving (risk based) task efficiency, eliminating waste and identifying new / different tasks to mitigate failure modes;
• Coordinate several asset’s Proactive Technical Monitoring, monitor through “Live Reliability”, analyse and feedback summary to Site Management ;
• Coordinate RCM studies which will improve equipment and plant reliability and availability;
• Establish Bad actor management process;
• Lead activities of cross-functional teams to analyze reliability issues and recommend solutions to continually.

• Utilize and analyze plant performance / SAP data to build improvement programs. Prioritize, lead, and continually update long-range reliability plans. Plans include suitable cost/benefit analysis to allow sound business decisions to be made;
• Provide input to the Head of Reliability for the purposes of performance management, succession and workforce planning;
• Ensure operational personnel and discipline engineers are actively coached in Reliability Engineering, methods and techniques.
• Develop Threat and Opportunity Identification Prepartion Plans & facilitates Threat and Opportunity Management Workshops for Risk Identification, Definition and Assessment
• Coordinate interfaces between Operations, Maintenance, C&P, Engineering and Asset Management for effective and efficient way of working for solving the problems to meet Asset’s expectations
• Develop and Improve Problem Solving skills of local staff (in the role of Threat and Opportunity Lead, Investigation Lead, Investigation facilitator, etc.) in the organisation by providing best practise training e.g.development of Plan on A Page (POAP), Root Cause Analyse (RCA), “5why” training, Causal Learning, any other Continuous Improvement methodology, etc.
• Develop guidelines for works process to make them simple and improve the performance
• Facilitates 5 why, Root Cause Analyse and Causal learning Investigation for complex Process Safety and Reliability Issues
• Ensures that “Lessons from Incidents” has been communicated to Operations & Maintenance and Engineering team and managed through TOM process
• Perform quality check of POAP’s, 5why’s, RCA and tools (e.g. TOM, technical history in SAP, “Live Reliability”, etc.)
• Manages and maintains Visual Control Board of TOP Threats and Opportunities with leading and lagging KPI’s on weekly bases to ensure that progress of process and mitigations are visible and measurable
• Provide Threat and Opportunity priorities proposal for Asset Management for making decision
• Coordinates Site Burning Issues to ensure the problem is properly understood, evaluated the impact, interim mitigations identified and implemented within expected timeframe to mitigate the risk to ALARP level
• Identifies how each risk will be mitigated, among others through the Plant Change Notification (PCN) listing, through SAP (corrective and planned) maintenance work orders, and through Operations procedures.
• Ensures that Treatment Plan action owners are held accountable by Management for completing the mitigating action in an acceptable timeframe for example by highlighting any mitigating actions that have exceeded their due date
• Establishes and implements an internal assurance process to ensure that these risk listings are comprehensive, providing feedback on gaps if the list is incomplete
• Ensures that assessment of risk for the risks in the portfolio is carried out in accordance with company standards and industry best practices
• Assesses the total risk to the People, Environment, Asset, Production and reputation from the Threat and Opportunity register to determine whether the risk level is Tolerable and ALARP.
• Identifies which of the risks need to be carried out by what milestone for example which risks need to be mitigated by restart
• Determines the risk score of unmitigated and mitigated the Threats and Opporunities using both permanent mitigations as well as temporary mitigations for prioritisation purpose to submit to Asset Management for decision making
• Assesses different scenarios for mitigating the highest priorities among the portfolio of risks, based on the cost to mitigate, the value that the risk mitigation can deliver, the risk that remains after the mitigations have been carried out, and the time to mitigate,
• Proposes different scenarios to Asset management as part of the Business Planning cycle, to allow the selection of the optimal option, then regularly (quarterly) refines and updates this scenario during the year
• Coaches staff involved in ‘screening’ risks, (‘Screening risks’ involves assessing the scenario that could lead to a credible worst case outcome, quantifying the likelihood and impact of a risk using the RAM matrix, and describing mitigating measures). The Reliability Engineers, the PCN staff, and other staff screening technical risks in the business could be recipients of this coaching.
• Manages and maintains Threat and Opportunity register and tool to ensure it fit for purpose and transparent for organisation
• Analyse and Provide constraints and prediction of production deferment impacts to Asset Management to plan accordingly. Keep update Reliability, Availability and Maintainability (RAM) model to analyse constraints to business plan
• Review and validate major projects RAM study.

Qualification & Experience Requirements:
• University degree in Engineering or equivalent technical subject.
• At least 6-8 years of professional experience in major Oil and Gas company, ideally including production operations experience
• Can come from a number of disciplines which include but are not necessarily limited to; Production Operations, Well Engineering, Engineering, Maintenance, Project Engineering,
• Capability to become a subject Matter expert in Reliability Engineering and risk management (identification, assessment and treating), FIM
• Proven performance and capability to operate independently.
• As many of the systems described under ‘Accountabilities’ are NOT currently in place the incumbent will be an enthusiastic and passionate Self starter
• Technically strong in own discipline as demonstrated in the Job Competence Profile (JCP).
• Able to become skilled in technical and business risk management
• Able to analyse data from different tools used in organization e.g RAM, PI, SAP, EC, TOM tool, etc.
• Must have proven to be able to troubleshoot, analyse and resolve engineering problems independently;
• Solid experience in RCM and preventive maintenance optimization process
• Experience of working with wide variety of complex operational reliability challenges is preferred.
• Working knowledge of Asset Maintenance & Integrity standards and practices;
• Regulatory and procedural materials relevant for reliability engineering (API, ISO and relevant standards). Knowledge of Kazakh and International regulations for hazardous facilities is preferably
• Experience of managing change.
