Requirements:
The Job Holder must have: Licensed Master Mariner - Operational level with Command Experience as defined within the International Standards for the Training, Certification and Watchkeeping (STCW) code onboard commercial vessels.
University degree in Nautical Science, Marine Transportation, Marine Engineering or equivalent.
Marine management experience of 6-8 years
Advantage Experience is:
10 years of offshore shipping experience at a Managerial level as determined STCW code.
5 years operational management of vessels as defined in the STCW code typically used within the Oil and Gas industry.
Required Competences:
Marine operations background with understanding of marine inspection program as performed by IMCA, OCIMF etc.
International and RoK marine regulatory and statutory requirements.
Knowledgeable in Marine Assets Administration or experience as a marine superintendent.
Excellent communication skills:
Able to write well structured, concise and well-reasoned reports, documents, instructions and procedures.
Fluent in English.
Ability to interface with staff at all levels of the Organisation.
Responsibilities:
The Job Holder is responsible for:
• Co-ordinating the vessel inspection program for the owned and contracted marine fleet.
• Co-ordinating the audit and inspection program for all POD-OL Marine Contractors.
• Liaising with the Technical team and the POD-HSE department to advise them of all inspection and audit requirements.
• Leading as inspection / audit team for all vessel and Contractor audits and inspections.
• Producing corrective action register for all Marine related audits and inspections, and following up on same.
• Performing vessel inspection and audit proformas in line with current Industry, ROK, Flag State, Class and Contractual requirements to ensure that the audits and inspections target all necessary areas. These audits/inspections shall ensure that all vessels owned and chartered comply with Flag State, International law, ROK law, Class requirements and Contractual terms at all times and that the vessels are being operated to industry standard safe working practices.
• Participating in the inspection and recommendation of acceptance of any new vessels or barges prior to utilisation in the field.
• Carrying out duties as Contract Holder.
• Preparing ITT’s, define scopes of work, and complete technical evaluations for vessels and barges.
• Participating in defining functional requirements and technical specification for new tonnage and for modification to existing vessels.
• Developing register of all statutory certification for the Company owned fleet under the management of POD-OL.
• Maintaining Class and Statutory certification of owned assets in date and communicates all requirements to the Technical Compliance department as necessary.
• Leading / Assisting marine /accident investigations when required.
• Providing advise/guidance to HSE as it pertains to marine operations and participate in HAZEER’s, HAZID’s etc as required.
• Defining the departmental marine technical library and other technical documentation. • Revising drafts and updates of the Company Marine Operations Manual.
• Assisting in the NTM and Navigation Warning publication process.
• Managing the distribution of the Company Marine Operations Manual and maintenance of the distribution register.
• Skill level knowledge of International Marine Law with respect to ownership, flagging, cabotage versus international trade, IMO requirements and conventions, Classification requirements.
