Requirements:

Qualifications:
 Degree in Engineering Management or Project Management
and.
 Chief Engineer Certificate of Competency.
Experience:
 At least 6-8 years’ experience of marine technical operations in the Northeast Caspian Sea.
 Sea going experience as a senior engineering officer (second or chief engineer).
 Experience in marine technical management including shipbuilding/conversion.
 Experience of conceptual marine vessels including hovercraft.
 Experience of marine equipment R&D (Research and Development), including drawing review and approval.
 Experience of liaison between design houses, classification societies, statutory bodies, shipyards, and owners.
 Experience of liaison with civil engineers to provide infrastructure facilities that are fit for purpose.
Required Competences:
 Competence in the design and development of marine equipment and related systems.
 Competence in marine construction projects.
 Fully conversant with offshore oil industry operations, including environmental implications.
 Working knowledge of all relevant major marine engineering codes and standards.
 Problem solver and able to identify opportunities.
 Promote a positive culture in relation to marine vessel operations and marine engineering project management.

Responsibilities:

Ensure timely delivery on schedule and within budget of identified marine vehicle solutions. This shall include:
 Management of conceptual design of all identified vehicle solutions necessary to support Kashagan.
 Management of contractual technical processes and approvals necessary to procure the solutions and onwards services to operate the subject marine vehicles.
 Management and oversight of the awarded marine vehicle contractors throughout detailed design build and delivery of solutions.
 Definition and management of all R&D necessary to deliver required solutions.
 Development and adherence to, project quality plan including conceptual trials.
 Management of trial phase to prove the conceptual solutions and handover to operational personnel.
 Management of the direct report marine vehicle development and delivery team and focal point for all associated interfaces within Company.
 Contract Holder for naval architecture, design and marine vehicle conceptual solution delivery contracts.
 Management of schedule and budget associated with delivery of marine vehicle solutions.
 Present evidence that project millstones have been met in order to gain approval for subsequent project stage.
 Present report to Company management and shareholders when required demonstrating that required solutions are identified, contracted and being executed on schedule and within budget.
 Ensure cascade of knowledge to reportees to ensure that the knowledge gained during project execution is retained within Company.
 Mentoring and management of marine vehicle team to ensure succession planning is realistic and achievable.
 Ensuring compliance at all stages of project with ROK and international laws and best practices.
 Dissemination of project updates to all necessary parties within Company.
 Involvement of suitable independent third party in project assurance at key “HOLD” stages.
 Ensuring permitting and other RoK requirements in place prior to operations commencing.

Management Responsibilities (if applicable):
 Responsible in all aspects for accountabilities listed above.
 Technical and administrative management of marine vehicle team and all deliverables.
 Develop and track KPIs and other indicators necessary to demonstrate project progress against time/budget/deliverables.
 Management of all contracts associated with the marine vehicle identification, design ad delivery.
 Routine contact with all Contractors for which subject is contract holder.
