Requirements:
The job holder must have:
Must be a graduate with Bachelor’s degree.
A degree in business/commerce is preferred.
Preference will be given to those with CIPS or similar professional qualifications.
Minimum of 6 - 8 years of professional CP experience preferred in direct contracting and contract management.
Experience of working in frontier environments will be an advantage.
Experience in the Oil & Gas upstream/downstream operations and their requirements would be an advantage.
Specific qualifications/experience required/preferred for CP team Production. Operations:
- Positive references in relevant fields of expertise.
- Preferable experience in relevant business environments.
- Preferable having work experience in/ supporting of Maintenance or an Operational/ Fabrication business environment.
Proven CP professional at Senior Contract Engineer level, all pre-award activities, effective contract implementation and contract management.
Required Competences:
Effective coaching of team.
Good communication skills, leadership and business partnership to drive and align goals with Production Operation community.
Relevant experience in maintenance and turnaround contracting is preferred.
Comprehensive understanding of CP in Joint Venture/PSA environment.
Applied knowledge of effective local content development.
Creative and detail-oriented thinker capable of developing innovative solutions and a motivated self-starter with a track record of delivery.
Proven record of involvement with multi-national and multi-cultural teams.
Skilled in CP professional competencies.
Understanding of strategic, technical, legal, finance, taxation and commercial issues, able to cope with complexity and uncertainty.
Commercial mindset.
Fluent English wring and verbal skills are required.
Team player and pro-active communicator with ability to influence people.
Skilled in Excel, Word and Power point and affinity with SAP / ERP.
Responsibilities:
Special Accountabilities.
Support own contract engineering team with daily CP activities when required.
Support CP Manager in coordination of activities.
• Support Staff Competency Development in Production Operations CP Team.
• Support and standardize implementation of Post award Contract Management across the Production Operations portfolio, in full support of the Turnaround (TA) activity and beyond.
• Support progress to performance based compensation models, e.g. by capturing learnings from the 2019 TA for the next TA.
• Lead negotiations of Terms and conditions of critical Materials Management Framework Agreements.
General Accountabilities.
Know your Customers:
Define and set goals, objectives for area of functional activity and the choice of the best ways and means for their implementation;
Collaborate with business stakeholders to proactively define business demand for a range of medium-high complexity categories.
Influence and if necessary challenge key stakeholders to consider alternatives to meet business demand and create value.
Identify and promote opportunities to leverage purchasing power by aggregating similar demand.
Work with the business to develop category strategies, contract specific strategies and tender strategies.
Bring external focus, understanding of supply risks/opportunities and identify and propose mitigation options.
Know your Suppliers:
Determine the best way of fulfilling demand by bringing insight into capabilities of different suppliers.
Collaborate with the VQD team develop a good overview of supply environment which allows Company smart sourcing choices for example develop a good overview of the.
Supply/demand balance picture for key categories under scope.
Work with the LCD department to identify local companies that have the capability to fulfill Company requirements.
Ensure that such local companies get a fair chance to participate in Company tenders.
Where data is incomplete bring business judgment to drive bid list generation.
Ensure visits to suppliers by Contract Engineers in pre- and post-award stages.
Develop and manage supplier relationship in a way that creates an environment for win-win dialogues/exchanges.
Be Commercial:
Implement the approved CP strategy in tender and contract documentation in a manner that capitalizes on market realities and that achieves an equitable balance of risk between Company and its contractors and suppliers.
Implement the approved tender, bid evaluation and contractor selection process to deliver best value to Company.
Ensure that tendering, bid clarification evaluation and recommendation for award processes are in compliance with the procedures governing the activities of the Company and the Company Statement of General Business Principles.
Work with the CP team and Contract Holders to identify value improvement opportunities within the portfolio of contracts managed.
Develop negotiation strategies for contracts, where applicable, to deliver sustainable value to the company.
Implement the approved process for the resolution of contractual disputes and ensure that input is received as necessary from other functional experts.
Implement comprehensive post award contract management plans for all major contracts awarded.
