Requirements:

  • Secondary technical college (specialty on transport technology, technician-mechanic)/special traffic police school.
  • Minimum 3-5 years of experience Motor Transportation industry or in the International Oil and Gas Organization and Local Traffic/Custom Police.
  • Minimum 3-5 years of working on a similar position related to land transportation safety.
  • Vehicle Inspection Certificates or Safe Driving at Work/Defensive Driving Training Trainer Certificate preferred.
  • Driving License (B-C).
  • Advantageous Qualifications/Experience.
  • Higher education/Bachelor/MSc degree on Jurisprudence or HSE.
  • Experience in Ministry of Internal Affairs, Committee National Security Academy.
  • International certified and accredited Road Safety Instructors.

Required Competences:

The job holder must have proven:

  • Local rules and regulations for transportation and Company requirements.
  • Very good interpersonal and communication skills.
  • Ability to work in an multicultural, multinational team.
  • Ability to work on your own initiative, taking control of nominated areas of responsibility.
  • Able to work under pressure and to deadlines. Good prioritisation skills are essential.
  • Technical knowledge of vehicles used by Company.
  • Computer literate on Microsoft programmes, Word, Excel, PowerPoint, Outlook and knowledge on recording data and documentation.
  • Excellent presentation skills.
  • Knowledge of Kazakh and Russian (English intermediate/upper intermediate level preferred).

Responsibilities:

The job holder is responsible for:

  • Driving a Company-owned or contracted motor vehicle in the daily operations as part of scope of their work.
  • Organising regular vehicle inspections (first use, safety, random inspections) of the transportation vehicles used for Company activities.
  • Carry out roadworthiness assurance vehicle inspections prior during pre-mobilization stage of contracts of Company and Contractors vehicles (Primary and Secondary Logistics) to ensure compliance with the terms and conditions (from the Road Safety Manual).
  • Ensuring that the involved transportation of hazardous goods / lifting and hoisting equipment / vessel under pressure, are audited and validated according to Republic of Kazakhstan Statutory HSE Regulations, Codes and Standards;
  • Carry out and maintain vehicle safety inspections specified intervals (inc. Emergency Response Equipment Carried).
  • Carry out and maintain random vehicles inspection in the Company premises.
  • Carry out radar monitoring and visual observation of driving behavior is conducted as per Driving Safety Rules (speeding, seatbelt, mobile phone usage while moving).
  • Inspect vehicle condition prior long distance trips and verified availability of communication (satellite) tool, oil spill kit and emergency survival pack as per Journey Management Procedure.
  • Report road condition defects in Company concession areas to the relevant person.
  • Monitor and follow-up passenger feedback and safety intervention for unsafe driving via SAFER tool or other means.
  • Applying Company HSE Policies & Management System Requirements, whichever is the most demanding in place and acceptable to verify the safe working conditions in the Company project activity;
  • Inspecting and approving safe access routes/roads to any area where company business applied.
  • Conduct on boarding Road Safety induction for new drivers and conducting drivers assessment requested by Land Transportation Department.
