Requirements:

  • The job holder must have an Engineering degree or related technical degree.
  • The job holder must have at least 8 -10 years of experience in the relevant areas with a minimum 7 years of experience that is directly related to the duties and responsibilities specified or an equivalent combination of experience and qualifications sufficient to successfully perform the essential duties of the job as listed above;

Required Competences:

The job holder must have proven:

  • Experience in acquiring approvals of large projects in a highly regulated environment.
  • Good managerial, organizational and mentoring skills, effective interpersonal interaction and communication while interacting and interfacing with various external parties concerned.
  • Ability to apply optimal management approaches and experience to solve challenging problems and develop practical and effective solutions; be flexible and able to adjust to a specific situation.
  • Good knowledge of exploration and production operation and key activities relating there to.
  • Ability to organize and lead a multi-discipline, multi-functional team.
  • Ability to communicate well verbally and in writing, laterally and vertically within an organization.
  • Good influencing and presentation skills; ability to manage “stakeholder” relationships and is capable of constructive engagement with regulatory authorities and their appointed agents.
  • Good in Kazakh, English & Russian languages.

Responsibilities:

  • Lead the Permitting and Regulatory Compliance activities in Eskene West area for development & production projects.
  • Direct the issues with regulatory authorities including those that arise from inspections for onshore facilities.
  • Support site management in resolving issues with contracting companies, third parties including authorities, controlling bodies.
  • Maintain PRC support to completion of regulatory acceptance process for onshore facilities.
  • Coordinate audits , inspection organized by regulatory bodies and coordinate preparation of answers to prescription notes of Regulators related development /production projects.
  • Contribute to development and maintenance of plans for permits, approvals, compliance, certification and regulatory agency acceptance activities for onshore facilities.
  • Review, analyze and prepare responses to correspondence from RoK authorities with respect to regulatory compliance for offshore facilities.
  • Facilitate and participate in inspections and audits carried out by Local Authorities and ensure the necessary actions are taken to address the non-compliance notes raised during the visits.
  • Ensure compliance of Venture with conditions and requirements of RoK regulations and laws on permits, licenses, consents and approvals, findings of inspection and audits of Regulatory Bodies.
  • Analyze, monitor and advise on an extensive variety of conditions and requirements for regulatory compliance with permits, licenses, consents and approvals.
  • Liaise with Company Departments to define roles and responsibilities, compulsory actions/deliverables, timeframes to ensure the compliance of company’s activity with legislation, permitting conditions.
  • Support regulatory acceptance process of completed facilities.
  • Liaise with RoK authorities and regulatory bodies regarding permitting, approvals, consents, licensing, and certificates.
  • Contribute to developing and updating the permitting matrix by identifying all required permits, licenses, approvals and consents to be obtained to support onshore and offshore activities.
  • Ensure that the required contracts are in place to facilitate completion of scope of work.
