Requirements:
Degree in Chemical Engineering, Civil Engineering, Mechanical Engineering or equivalent;
5 years direct cost estimating work history;
The job holder must have the following educational and experience qualifications:
Capital Project assignment experience in at least one of project phases (concept, selection, definition, execution, or handover to operations) and associated milestones
Basic knowledge of capital project management framework, key work processes and best practices.
Past assignments and demonstrated proficiency in at least one (two preferred) project management skill areas (e.g. project management, project controls, execution planning, cost estimating, planning & scheduling).
Experience in, or significant interface opportunities with, Contracting & Procurement, Finance-Controllers, and Development Planning preferred.
Experience in reviewing, commenting, developing and communicating related documentation and presentation materials i.e. processes and procedures, method statements, plans, presentations, etc.
Required Competences:
The job holder must have proven:
Basic knowledge of Project Management processes, with basic demonstrated experience in Greenfield or Brownfield Capital Project Cost Estimation, Project Cost Controls systems of work, development processes, and reporting systems.
Good interpersonal and communication skills and ability to establish good working relationships.
Willingness and ability to quickly learn and effectively take on additional responsibilities.
Strong analytical skills.
Well established organizational, business, communication, and interpersonal skills.
Good ability to read, write, and understand English versions of Cost Estimating documentation and related processes, and be able to effectively share the information with others, in particular national staff;
Strong competency in computer applications (Word, Excel, PowerPoint, Outlook, etc.) with good verbal and written communication skills, including presentation skills.
Willingness to travel domestically and internationally.
Proficiency in English (Russian and/or the Kazakh language would be an advantage).
Good Knowledge of development project Economic Analysis and decision making process;
Basic knowledge of Global Oil Economics.
Responsibilities:
The job holder is responsible for:
Ensuring that all project work activities are implemented in accordance with the Company Project Management.
System (NPMS) and industry best practices where applicable.
Conceiving, implementing and/or participating in capital efficiency improvement initiatives as directed.
Assisting in determining ways to continuously improve Project Cost Estimating performance within NDD and by CONTRACTOR(s) working on NDD project activities.
Providing support under the direction of Lead Estimating Engineers and Estimating Engineer Team Lead in the development and maintenance of Company PT’s and CONTRACTOR(s) activities including Cost Estimating, Cost Breakdown Structures, Cost Estimate Basis Memorandum, cost data acquisition and data analysis, cost estimating
tools and benchmarks development and maintenance, project controls, and project cost reporting.
Providing Cost Estimating and Cost Controls input on PT activities, including but not limited to Cost Estimates, Project Controls, and Technical Analyses and recommendation of bids.
Participating in the review of CONTRACTOR(s) Cost Estimates and related documentation and ensuring their adherence to NPMS expectations and good working practices.
Participate in capturing estimate lessons learned and best practices.
Ability to have a basic understanding of the following operations, construction and commissioning work activities, with demonstrated competency in some of the areas:
o Civil,
o Mechanical,
o Construction, Fabrication, and Installation/HUC techniques,
o Production Surface Equipment and Facilities,
o Production Turnaround activities and processes.
Level I:
Usually works with minimum supervision, conferring with superior on unusual matters;
Maybe assisted by entry/junior or Intermediate level personnel;
Assignment are broad in nature, usually requiring originality.
