Requirements:

• Technical and/or business degree.
• Minimum 8 years of experience in the Oil & Gas industry.
• 6 years Oil and Gas Transportation experience.
• Experience in Oil & Gas operations.

Required Competences:

• Excellent writing and verbal communication skills.
• Good ability to analyse and synthesize many sources of information.
• Excellent computer skills.
• Excellent listening skills.
• English as working language (written and spoken), Russian and/or Kazakh.

Responsibilities:

• A. Under the management of the Company Head of Transportation Planning & Offtake, the job holder will manage the Offtake processes of Oil under the Offtake Procedures executed between Authority and Contracting Companies and the Oil Offtake Agreement (OA) signed between Contracting Companies and Company, communicate with relevant departments of Company, “Kaztransoil” JSC, CPC, Contracting Companies and Authority on the issues related to oil offtake/dispatching activities:
• Lead communication with other Company directorates/departments involved in Offtake process, together with any offtake personnel within the Company Production Operations Directorate and “Kaztransoil” JSC, CPC.
• To review, validate (approve in absence of Head of Transportation Planning & Offtake) and communicate in writing to Contracting Companies and Authority the Medium Term Rolling Production Plans, Short Term
• Rolling Production Plans, Monthly and Quarterly Offtake reports;
• To issue and communicate in writing to Contracting Companies and Authority the Provisional, Monthly and Final Delivery Schedules, Requests for Nomination;
• To review received Nominations and entering into Energy Components;
• To conduct consultations between Lifters/Shippers as per Change in circumstances, Shortfall Remedy
• Cascade processes etc.;
• Lead coordination the daily offtake process for certain products (nominations, production and deliveries at the various Delivery Points)
• Lead negotiations and coordination with Contracting Companies and Authority for resolution of issues or questions arising from the offtake process Demonstrate knowledge of the integrated planning/nominations/offtake/dispatching/reporting process (ROK legislative requirements and NCSPSA framework) plus Offtake Procedure and Agreement.
• To participate in development offtake documentation
• Address any residual offtake development issues outside operational aspects
• B. Perform close technical coordination/interface with Production Operations Directorate, state bodies and downstream operators:
• provide technical support to Production Plan Delivery & Support and Production Accounting to optimize Offtake/Dispatching technological processes;
• Review the Delivery Acceptance Acts signed by Operations under Technical agreements;
• Prepare Project Change Notices additional equipment and/or new facilities are required for further delivery preparation of crude oil for off take at the delivery points.
