Requirements:
- University degree in Oil and Gas disciplines (preferably Petroleum/Reservoir Engineer)
- Detailed knowledge of the subsurface (reservoir) activities and field development, TRDs, RoK Authorities,
RoK legislation - 5 years experience in the Oil and Gas Industry or RoK Research / Project Institutes activities, 2-3 years’ experience in dealing with RoK Authorities or International Companies
- Knowledge and experience in the regulatory documents as per RoK legislation requirements
- Ability to coordinate multidisciplinary efforts and manage multi-language activities according to Company Code of Conduct
- Ability to clearly and effectively communicate issues / priorities both laterally and vertically within Company
- Good technical and analytical skills to check and analyze geological and production reports
- Good presentation and influencing skills, capable of constructive engagement with RoK Authorities
- Comfortable in dialogue with Company engineering specialists, RoK Institutes
- Good team work skills and self-motivation, and collaborator
- Understanding of administrative and legislative framework for subsurface (reservoir) activities and field developmentWorks well within teams and is effective in collaborating with others internally and externally
- Excellent computer skills
- The working language is English, but preferably good spoken and written knowledge in Kazakh and Russian languages.
Responsibilities:
- Responsible obtaining input reservoir / production data for Technical Regulatory Documents (TRD’s) from Reservoir team and other Company Directorates as required
- Support compilation of the main TRDs: HC Reserves estimation / re-estimation including TEOKI, and EPDS, TDS, ASR, AFD
- Support compilation of regular mandatory TRDs: SAGIR and AGIR, Passport of fields and wells, GR-6 report, etc.
- Provide the required TD contribution to the report LKU-2
- Provide support in planning for the subsurface activities and TRDs as required
- Ensure quality of technical and non-technical reports, presentations, correspondences, translation etc.
- Ensure a timely reporting of reservoir issues concerning the field development to obtain necessary decisions on the questions/problems which may occur
- Monitor RoK Correspondences for timely response to letters/requests concerning the TR/TD issues
- Support in coordinating various meetings and work sessions on reservoir/development issues as required
- Contribute to improvement of the existing Technical Regulatory Procedures according to Company conditions and the current RoK legislation requirements including all changes and new instructions
- Support TD/Company staff understanding of RoK legislation requirements
- Support effective discussions during TRDs review by CCED/GKZ experts and “PSA” LLC
- Ensure proper support on obligatory reports and TRDs preparation/compilation in compliance with RoK
legislation and NCSPSA terms as required by the relevant RoK Authorities/Bodies (Atyrau Inspectorate,
Regional Departments of Emergency, Ecology, Sanitary, Akimat, MD “Zapkaznedra”, COMGEO, CCED, GKZ,
and other Ministries/Committees), “PSA” LLC and other authorities in mind NCSPSA terms - Interface with other Company Directorates and Departments to obtain all necessary data requested
by the relevant authorities - Support in the TRDs historical database maintaining in the Technical Regulatory Library (TRL) and Company
Intranet and provide their confidentiality as per Company procedure - Support proper transmittal process between Company TD and external parties
- Support in the Authorities Audits/Inspections and provide all required documentations on reservoir
activities in compliance with NCSPSA terms.
