Responsibilities:
- Lead the Technical Process Safety team and coordinate risk assessment activities, including HAZOP/PHA, SIMOPS/CONOPS, and project safety documentation;
- Ensure compliance with company standards, international oil & gas industry requirements, and the legislation of the Republic of Kazakhstan in the field of process safety;
- Review and approve technical and fire safety documentation, protection systems, SIL/LOPA studies, risk assessments, and mitigation measures;
- Organize and support hazard management processes, MOC/eMOC, PTW/LOTO systems, incident investigations, and major accident risk control activities;
- Coordinate contractors and service providers, ensuring the quality of technical solutions and competency of personnel;
- Participate in brownfield/modernization projects, shutdowns/turnarounds, commissioning, and safe execution of operations at production facilities;
- Promote process safety culture, provide coaching and mentoring, develop team competencies, and support localization initiatives;
- Manage team resources and budget, plan activities, monitor KPIs, and drive continuous improvement initiatives in process safety.
Qualification Requirements:
- Degree in Chemical Engineering, Process Engineering, HSE Management, or another relevant Engineering discipline;
- Minimum 8 years of experience in technical and process safety within the oil & gas industry, preferably with both onshore and offshore exposure;
- Experience with SIMOPS/CONOPS activities, PTW/LOTO systems, and accident/incident investigations;
- Preferably 3 years of experience as a Senior/Lead Technical Safety Engineer TA2/3 or Process Safety SME;
- Preferably 2+ years of experience in Concept Selection, FEED, Detailed Design, or Operations Support roles within projects or production environments;
- Experience leading a team in the respective discipline, including workload management and competency development;
- Conversational English proficiency.
