Job Accountabilities:
·         Work in close liaison with the project control supervisors and colleagues.

·         Adhere to the planning and reporting procedures and annual reporting calendar.

·         Under the supervision of senior specialists participate in the division schedule preparation process.

·         Monitor the assigned areas of the schedule and advise on variances.

·         Prepare the assigned periodic project reports.

·         Maintain a tight schedule for both departmental and divisional reporting.

·         Liaise with all discipline engineers/specialists to collect their individual plans and reports in the required format.

·         Liaise with all site locations to collect their plans and reports.

·         Check (where appropriate) the data received prior to inclusion into the plans and reports.

·           Maintain comprehensive records of all back-up data provided for each plan and report for audit purposes.

·         Prepare project control materials for periodic project review meetings.

·         Support management and specialists in various department and division audits on project control and technical matters.

·         Ensure adequate liaison with the respective stakeholders.

·         Provide support, when necessary, in performance monitoring and other project control activities.

·           Assist, when required, in department administration matters.

·         Work on assigned ad hoc tasks from the management.

Level II:

·         Under supervision, performs work that is varied and that may be somewhat difficult in character, but usually involves limited responsibilities.

·         Some evaluation, originality or ingenuity is required.

Qualification and Experience Requirements: Level II:
·         A suitable academic qualification relevant to the oil and gas industry.

·         3 years of working experience in Project Services, Project Management, Business Administration, Engineering or other closely related field.

·         Project reporting experience.

·           Experience in working directly or indirectly for an oil and gas company.

Responsibilities:

·         Contribute to the creation and implementation of best practice maintenance vision, strategy, policies, processes and procedures to aid and improve operational performance

·         Contribute to new business initiatives and projects and review and communicate the impact on Maintenance activities

·         Effectively delegate any maintenance issues to be resolved on each shift and small projects to the right skills in the team, planning and managing effective works

·         Adhere to daily and weekly checks to ensure smooth operation of site

·         Develop a Planned Preventative Maintenance (PPM) schedule, ensure full preventative maintenance is carried out, plan in missed maintenance activities, and lead the team to deliver effectively

·         Audit and ensure compliance of the engineering data systems

·         Schedule both internal and external work(s) maximising planned down time and reducing unplanned downtime

·         Manage the team to ensure machine availability, reactively managing dysfunctional machinery with the Shift management

·         Optimise equipment according to standard procedure, enhancing performance and product quality, ensuring the achievement of all Key Performance Indicators (KPIs)

·         Ensure routine calibration and maintenance requirements of a variety of electro-mechanical, hydraulic and pneumatic systems are undertaken

·         Stay current and up to date on any changes that may affect the supply and demand of needed products and materials and advise others of any impact

·         Develop, implement and manage key performance indicators (KPIs) for each area of responsibility

·         Ensure KPIs are met by working to the overall plan, including management of, and reporting

·         Conduct risk assessments of processes and tasks in the department

·         Manage contractors on site to ensure they meet legal and company requirements

Job Accountabilities:

  • Development pan NDD Strategies and Procedures for lifting & transportation of payloads, inclusive of modules in compliance with Kazakh Regulations and company adopted Standards (including Shell and International standards).
  • Ensure implementation of approved strategies and procedures across all NCOC projects and PCNs.
  • Review and improve existing strategies and procedures in timely manner as per latest technical and maintenance requirements.
  • Review and approve Project scope, NDD assigned PCNs and NDD assigned Turnaround scope for lifting and heavy hauling activities.
  • Identify equipment requirements to ensure that lifting activities meet NDD master execution plan, while maximizeing the utilization of company owned lifting assets or assets on long term rentals.
  • Support the setup of lifting equipment spare parts min/max level and acquisition of priority materials for NDD related lifting/heavy hauling activities.
  • Technical   performance   and  specification   review  (including   technical  approval   of  technical  alternatives)   of spares/consumable to improve the useful operative life in the inspection planning.
  • Review the Quality of Execution of maintenance activities such that Preventive Maintenance, Inspections, technical certifications and Corrective Maintenance job routines are executed in accordance with the agreed work management plans at World-class Standards.
  • Continuously  communicate  company  requirements  for World-class  Standards  to  the  maintenance personnel  on assets.
  • Develop  detailed  equipment  Inspection  and  Testing  Procedures  and  ensure  that  Testing  and Certification  of equipment is carried out in compliance with Kazakh Regulations and company Standards.
  • Achieve regulatory compliance and administrator of lifting equipment technical certifications and registers, and main liaise for the information transferal and updating into original technical passports of lifting equipments.
  • Develop strategies and steady analysis for the extension of lifting equipment life, optimizing and reducing lifting equipment maintenance plan cost according to its usage category (i.e. RoK Order # 245; ISO 4301)
  • Support for increasing the skills and steady technical productivity of Crane & Lifting equipment maintenance inspection engineers.
  • Provide technical support to NDD related projects and PCNs as well as early input into project opportunities developed by the Technical Directorate.

Qualification & Experience Requirements:
Level II:

  • Applicants should have a degree in Mechanical Engineering
  • Applicants should have 3 years of relevant heavy lifting & hauling experience
  • Applicant should have certification for crane inspection/maintenance from a recognized international organization (e.g. CICB, OSHA, etc).
  • Design, operating principle and specifications of lifting equipment.
  • Typical failure modes and troubleshooting procedures, root cause analysis (RCA).
  • Lifting equipment installation, adjustment, modification and repair methods.

  • Job Accountabilities:
  • Implement Construction Execution Plans and take a lead role in implementing and administering them
  • Manage multi-disciplined EPC, EPFI, General Industrial contractors in fabrication and construction phases of either major projects and/or plant change projects assigned to NDD, liaise directly withContractors Construction Managers in coordination and planning of material supplies and construction activities to ensure resources are available on-time to achieve implementation milestones
  • Implement systems/ structure and an overall Construction Assurance Plan to ensure that project construction delivery will progress smoothly, and controlled, during execution and through pre-commissioning, start-up, handover and operations in line with Agreed Completions system Assist in liaison with Operations and OR&A personnel (e.g. Handover & Turn Around planning)
  • Drive the delivery of projects and PCNs assigned to NDD, in safe and manner consistent with the NCOCV. HSSE& SP standards, on schedule and within budget while meeting Company technical standards.
  • Ensure compliance with Project HSSE assurance activities in line with NDD project assurance processes
  • Provide ad-hoc support to the Head of Construction Execution Readiness to the construction content in the Select and Define phases in the delivery of modifications and
  • Jointly finalize the construction execution plan with the Head of Construction Execution Readiness considering design influence on fabrication, transportation and installation Identify construction integrity requirements.
  • Review and specify criteria for the fabrication and erection sequences of all field development equipment, including workability criteria, spading and safe isolation Assess, implement and evaluate contractors’ construction techniques and HSSE plan.

    Key focus areas include:

    • Support the local construction skill pool, including provision of on-the-job learning and development opportunities for local staff, to ensure correct levels of competencies are attained to effectively meet the business
    • Assure construction integrity of Company installations throughout their life
    • Act as deputy to Project Execution Services Manager.

      Qualification & Experience Requirements:

      • Higher professional education and adequate qualification & construction experience in Oil & Gas
      • Significant field experience gathered from a wide range of locations, minimum 8-10 years relevant experience, including 2-3 years on leading role, preferably with a period spent in a brown field construction environment or Turn Around team;
      Experience of driving business improvement in construction, key words being: HSSE driven mindset, fit-for- purpose solutions, and cost effectiveness.
