Job Accountabilities:

  • Definition of KPIs for special transport provision and utilisation, its monitoring and reporting.  Review and monitoring of service levels.
  • Preparation of contracting strategy for special transport sourcing. Budget estimation and follow-up.
  • Management of vehicle pooling and driving improvement projects. Special vehicles database management
  • Definition of KPIs for special transport provision and utilisation, its monitoring and reporting.  Review and monitoring of service levels.

  • Develop key performance indicators for the Special Transport and Logistics Department. Monitor the timely assessment of these indicators and prepare reports.
  • Develop key performance indicators for contractors providing special vehicles and related services. Monitor the timely assessment of these indicators and prepare reports.
  • Collaborate with contractors to control the quality of services provided. Handle disputes and claims.
  • Prepare service levels agreements (SLA) for field facilities and monitor their implementation.
  • Prepare a contract strategy for the provision of special transport, participate in the development of tender documents for the provision of special transport and other services, and prepare amendments to existing contracts. Ensure timely submission of documents for consideration by the relevant responsible persons.
  • Organise the preparation and consolidation of annual budgets and work programs of the special transport
  • Analyze the costs associated with the provision of special transport and related services and propose ways to optimize them.
  • Develop a project to pool vehicles for shared use by the field and other departments of the operations directorate. Create a special transport database.
  • Propose initiatives to optimize special transport and related personnel, promote safe driving rules.
  • Participate in the investigation of accidents involving the provision of special transport and share lessons learned.
  • Conduct audits of special vehicles own and rented.
  • Develop organizational and technical measures to improve and rationalise use of special transport, increase labor productivity, introduce modern types of special transport and reduce transport costs.
  • Ensure proper management of documentation of the Special Transport and Logistics Department
  • Develop and continually update policies, guidelines and procedures related to special vehicles.

Qualification requirements:

  • Higher education (University degree or higher) in the relevant speciality and not less than 10 years of work experience in the transport/logistics area.
  • regulatory documents relating to production and administrative activities, transport activity of organizations;
  • performance specifications, design features, correct use, operational regulations of vehicles;
  • economics, production engineering, workplace management and business administration;
  • technical terminology;
  • general provisions of RoK labour legislation.
  • communication skills in Kazakh, Russian and English;
  • PC skills;
  • sociability;
  • analyzing and decision-making skills;
  • ability to work in team.
