Requirements:

High education/degree in Civil/Structural engineering discipline.

Knowledge of RoK design and construction legislation and working practices in Former Soviet Union countries.

7years of experience in Civil/Structural projects design/engineering, administration, execution and monitoring; preparation of tenders packages, evaluation of contractor’s technical and commercial proposals, and bid evaluation; reasonable good knowledge of projects planning, budgetary issues, etc.

Experience in Kazakhstan, good knowledge of local companies and their qualifications is an important advantage.

Required Competences:

Particular emphasis on Civil/Structural Infrastructure projects/contracts development from conceptual design to implementation and execution. 

Knowledge and experience in civil works related to logistics domain (road works, camp construction, concrete basement or metallic structure,…) .

Extensive knowledge and experience of tendering and contracting, and associated administration procedures.

Ability to exercise degree initiative and problem solving.

Self-starter with ability to exercise good decision-making and sound judgment.

Good organizational and interpersonal skills, appropriate for local Kazakhstani and International JV operations, multinational and multicultural environment.

Excellent verbal and written communication skills, to be able to present complex views to Company internal and external parties. 

English Language skills both written and verbal. Russian and Kazakh language is an important advantage, as well as Kazakh citizenship.

Strong background in modern engineering and design, application of the achievements of international construction technology to local construction.

Computer skills (Word, Excel, Outlook, Power Point, MS Project).

Responsibilities:

Project management role:Ensuring projects engineering and its implementation quality throughout preparation of:

Civil/Structural Scope Of Works and Technical Information/Specifications (SoW), Bill Of Quantities (BoQ), Bill of Material (BoM), Budgetary Cost Estimation (BCE), Technical Evaluation Plans (TEP) and scoring criteria, Technical Evaluation Of Bids (TEoB).

Preparing tendering/contracting process with C&P, ensuring high quality contract documents for their submission to Contract board and allow timely execution of projects, until contracts awarding.

Preparation, review and assessment of infrastructure technical reports.

Production of weekly and monthly Civil and Structural Engineering Discipline reports.

Demonstrate high QA/QC commitments, development and implementation of departmental quality management system, framework, policies and procedures.

Participating actively in meetings with contractors and third parties assisting the Infrastructure Projects

Providing technical support to line supervisors, managers and Company departments in decision making for any change proposals/requests.

Infrastructure expertise role: Providing advice and expertise relevant to the civil/structural engineering discipline and technical issues to cover medium and long Oil & Gas field development.Providing advice and support relevant to International and RoK standards and provisions.Providing expertise on suitability and feasibility of infrastructure Civil/Structural design carried out by external parties with company and RoK Infrastructure codes and norms. Reviewing and commenting on design/engineering specifications, requisitions and documentation, including preparation and/or modification when required, to ensure compliance with established standards, procedures and good engineering practice.
