Requirements:

  • University Degree (HRM, Social Sciences, Legal preferable)
  • At least 8-10 years previous experience with a medium to large company in the multicultural, corporate environment (preferably within Energy/O&G)
  • including experience in negotiating with government and local authorities
  • 5 years of in a senior role managing teams across multiple sites/locations

Required Competences:

  • Practical experience in managing complex IR cases, including redundancies, restructures, disciplinary and grievance cases and complex case management

Responsibilities:

CONTRACTOR AND SUBCONTRACTORS (CONs/SUBs) ACTIVITIES

  • Manage the development and implementation of Company CONs/SUBs activities strategies to align with and support Company HRO and overall Project strategies;
  • Determine, deliver and maintain CONs/SUBs activities managing tools by means of processes, practices, plans, instructions, schedules and calendars (such as HR compliance monitoring, educational sessions on RoK Legislation, providing targeted stewardship, dormitory/canteen audits, different reporting, Social Stability Index exercises and etc.) that achieve agreed service standard levels and ensure the delivery of CONs/Subs activities management in a timely and effective manner which is aligned with HRO Strategy and wider Project objectives (such as planned Turnaround activities and etc.);
  • Determine, deliver and maintain process of resolving collective industrial disputes/conflicts, labour unrest or the potential strikes or lockouts. Act as focal point and Company Representative and provide all required support in such actions until its successful resolution.
  • On-going guidance & advice to Managers, Contractor Holders and other third party stakeholders through ‘end-to-end’ CONs/SUBs activities process to ensure CONs/SUBs activities are conducted in accordance with legislative framework(s) and Company policies & procedures;
  • Set and analyze CONs/SUBs activities KPIs, identifies leading indicators, targets and performance measurement tools (metrics, etc.).
  • Provide required technical support in Company Crisis/Emergency real cases and/or drills on industrial action scenarios.
  • Design and Implement integrated and accessible Contractor/Subcontractor Companies “one-click’ register/tool with all required info/documents in place in cooperation with required Company Stakeholders (C&P, IT&IM and etc).
  • Serve as a focal point for the process

EMPLOYEE ELECTIVE REPS AND/OR TRADE UNIONS (INCLUDING NCPSA CONTRACTOR AND SUBCONTRACTOR ONES)

  • Manage the development and implementation of Company Employee Elective Reps and/or Trade Unions (including NCPSA CONs/SUBs’ ones) Interface activities strategies to align with and support Company HRO and overall Project strategies;
  • Maintain proper interface and monitor their activities, inform and take necessary actions when required.
  • Act as a Company Representative during negotiations, properly manage and make all necessary efforts on process of resolving labor-management conflicts.
  • Ensure deliverance of Collective Bargaining for signing of Collective Agreement and its effective implementation. Serve as a focal point.
  • Follow up General, Industrial, Regional Agreements, analyse, if required propose necessary amendments and changes to make them friendly to Company activities.
  • Monitor changes in Kazakhstan Labour legislation on the subject and develop relevant actions due to these changes;
  • Serve as a focal point for the process.

INDUSTRIAL RELATIONS STRATEGY AND RELEVANT CLAUSES INTO PRE/POST AWARDS AND Company CONTRACTS:

  • Design, gain approval in broader document Industrial Relations Strategy, deliver a plan on its implementation.
  • Be s custody for designing and its effective implementation of IR Schedule to Company contracts, relevant criteria to pre/ post awards as per approved schedules.
  • Develop and effectively implement Company Contract Holders training on IR issues. Act as a focal point and provide primary support to Contract Holder to ensure contractual obligations on IR Schedule are met and when required forecast transition activities, by preparing IR analysis and reports, provide other necessary advice and directions on the subject.
  • Serve as a focal point for the process.

COOPERATION WITH AUTHORITIES:

  • Maintain the relationship and keep constant engagement with Authorities by ensuring Company Vision is well delivered.
  • Ensure a highly business service is provided, strategic interfaces are identified and the appropriate communication channels are utilized to gain necessary support form Authorities in achieving HRD and overall Project strategies.
  • Participate in different working, expert groups to bring friendly legislative environment to Company activities by proposing/making necessary amendments and changes to RoK applicable Legislation.
  • Monitor changes in Kazakhstan Labour legislation and develop relevant actions due to these changes.
  • Serve as a focal point for the process.
