Job Accountabilities:
To ensure the Project is well positioned to maximize the use of existing local suppliers and vendors within Kazakhstan, who are capable of supplying materials and services that meet the Projects quality, cost and project timeline requirements.
To develop and maintain the Project Local Content Plan (PLCP) for the project, as a deliverable prior to DG-3; emphasis on local Goods, Works and Services assessment and plans.
To complete as part of PLCP, an assessment of current Goods, Works and Services capabilities / capacities; define what gaps in Goods suppliers, Works and Services need to be closed to maximize the practical level of Goods, Works and Services applicable to the project scope.
Where appropriate, support Goods and Services providers’ business development. Encourage Joint Venture/Partnership formation and advise on international standards to ensure Goods and Services suppliers enhance their capabilities and competitive positions to match the project contracting /procurement demand and technical requirements; seek sustainable development.
Lobby international corporations to promote sustainable Goods and Services activities in RoK.
To fully assess and integrate strategies of Project Execution Plan (PEP) and Permitting & Regulatory Compliance in the PLCP.
To ensure that LC lessons learned from past and current projects (by Company Venture or others) are identified, assessed, and translated into PLCP going forward.
To liaise with all entities involved in providing input to such PLCP as required, including but not limited to:
The project team entities (Engineering, Development, Project Management and Services etc.)
Corporate entities in various directorates (LCD, HSE, NDD, TD, C&P, PRC, POD, Finance, Legal etc.)
To ensure that the PLCP is designed to be updated per each relevant project stage and can be approved by the Venture and authorities upon FID, including clear and realistic contracting strategies, and a projection of industrial knowhow and capability left in RoK after project execution.

To coordinate with corporate LC Department on LC relations with RoK technical authorities and institutions, and compilation of LC reports and publicity materials for external and internal use.
Participate in the project(s) evaluation reviews relevant to each project definition phase, including preparation of deliverables and follow-up of recommendations.
To ensure that the PLCP is aligned with the LC Manager and with corporate 5-year Local Content plan.
Actively Support Corp LC Development team with Project Commodity Prioritization list and ensure that it is in line with targeted areas defined in LC short- and long-term plans

Qualification & Experience Requirements:
The job holder must have:
Degree MSc or equivalent in engineering discipline.
Minimum 6-8 year of experience in managing Local Content process in operators’ oil and gas companies of Kazakhstan.
Demonstrable experience (min. 5 years) and proven track record of execution and management of all stages of oil & gas project development.
Demonstrable and relevant experience with definition of project execution and local content strategies.
Previous experience and familiarity with RoK and/ or other Caspian projects is highly desirable.
 Knowledge of the KZ local content legislation and rules and their impact on the oil sector and of local supply market capacities (preferable).

Knowledge of all relevant discipline codes and standards.
Well-developed written and spoken English, Kazakh and Russian languages skills
Stakeholder management skills (customer oriented, communication & influencing skills)
Planning / strategic thinking skills.
